J. Ramsay Farah, MD | Medical Director

Dr. J Ramsay Farah is a distinguished physician with extensive clinical and administrative expertise in private, hospital, government, and commercial health care systems. Dr. Farah’s direct experience, from clinical practice as a Board Certified Pediatrician and Board Certified in Addiction Medicine, specialist to a variety of operational roles in administrative medicine, brings tremendous value to Phoenix Health Center’s care, treatment, and services. Dr. Farah serves as Phoenix Health’s Chief Medical Officer.
Dr. Farah remains in active practice as Medical Director of the Phoenix Health Center, a community addiction treatment clinic. In the past, he served as Medical Director at several other addiction and general medicine clinics serving over 7000 patients with the disease of addiction. He also ran a private pediatric practice with over 16,000 patients, 30 staff, and offices in two states. Dr. Farah chaired the Pediatrics Department for six years at Washington County Hospital. He completed Residency in General Preventive Medicine and Epidemiology at Johns Hopkins, also Residency and Fellowship in Pediatrics at the University of Maryland Hospital. Dr. Farah joins Phoenix Health from Calvert Health Partners and Nationwide Better Health, where he establishes medical management strategy for the conduct of utilization, case, disease, absence, and disability management programs, along with health promotion and maternity management. He served for seven years as the Medical Director for Quality Improvement at Sierra Military Health Services, where he managed medical peer review, credentialing, quality improvement studies, disease management programs, and the development of practice guidelines for physical, occupational, and speech therapy. Dr. Farah served as Regional Medical Director, NE , Enterprise Health Solutions United Healthcare.
In the community, he served on the Maryland State Board of Physicians, which regulates the practice of medicine and several other professions in Maryland. He is a Trustee of Maryland’s State Medical Society, MedChi. Dr. Farah is on numerous committees related to the practice and regulation of health care for local and state government and for local, state, and national medical societies. Dr. Farah is the Founding President of the Maryland Symphony Orchestra and served as a District Governor of Rotary International. He is the recipient of numerous governmental and clinical awards and honors. Dr. Farah served as a PCSS Mentor, recognized by SAMSHA, for methadone. Dr. Farah is a Distinguished Fellow and the Region V Director, of the American Society of Addiction Medicine. He served as the President of the Maryland Society of Addiction Medicine.
Cameron D. Duffy, M.D. | Program Physician
Dr. Duffy began treating opioid dependency in 2010. Through the years, he has witnessed and marveled at the profound changes treatment has brought to the lives of his patients who suffer from this disease. With each patient’s success, his empathy and compassion for those he treats grows deeper and his passion to help them lead normal lives becomes stronger.
After graduating from Duke University with a degree in Biomedical Engineering, Dr. Duffy attended West Virginia University School of Medicine where he earned his M.D. degree. He then completed his residency in Family Medicine at Charleston Area Medical Center in Charleston, West Virginia before entering private practice in 1999 and obtaining Board Certification in Family Medicine. He has practiced in a variety of settings including inpatient hospital care, urgent care, family practice clinics and county health departments.
Dr. Duffy values the time he spends with his wife and four sons. His family is highly involved with soccer and they enjoy the great outdoors through biking, camping, skiing, and snowboarding. His desire to make the world a better place one interaction at a time is what drives him day in and day out.
